      <image:caption>A former federal prosecutor and a veteran of nationally noted cases, Steve Ruby maintains a practice that spans civil litigation of all stripes, criminal defense, gaming regulation, and state and federal administrative law. Steve is an eighth-generation West Virginian who began his legal career as a law clerk for Judge Robert B. King of the Fourth Circuit Court of Appeals, then worked at one of the nation’s top litigation firms before returning home to serve as a prosecutor. He rose to become chief of white-collar prosecutions and amassed a record of convictions that gained national renown. In the wake of a coal mine explosion that killed 29 miners, Steve spearheaded an investigation that led to five criminal convictions and a $209 million resolution with the corporate successor of the mine’s operator–the largest-ever recovery in a criminal mine safety case. That investigation culminated in a nine-week jury trial and the first-ever conviction of a major-company CEO for a workplace safety crime. The case was featured on CBS’ 60 Minutes in March 2016. Steve also led the investigation and prosecution of a California extortioner who made death threats to seven prominent American business leaders, including the owner of the National Football League’s Buffalo Bills. The perpetrator in that case threatened to murder his victims’ families unless they paid demands totaling $122 million. In another extortion case, Steve investigated and prosecuted a defendant targeting West Virginia’s then governor. He also secured convictions of eight elected officials in cases involving corruption and other abuses of public office.  Since leaving public service, Steve has represented, among others, the governor of West Virginia, a United States senator, a state Supreme Court justice in an impeachment proceeding, a Fortune 15 healthcare company in landmark nationwide prescription opioid litigation, one of the world’s leading online gaming companies in regulatory matters, a major energy company in an SEC investigation, a group of wine wholesalers in an antitrust action against one of the country’s largest beverage distributors, an operator of skilled nursing facilities from whom Maryland’s Attorney General sought hundreds of millions of dollars, a university whose property was contaminated by a nearby chemical plant, individuals and families who have suffered catastrophic injuries and the loss of loved ones, and criminal defendants.  Steve graduated first in his class from the Washington &amp; Lee University School of Law in 2006 and earned his Bachelor of Arts cum laude from Duke University in 2000.</image:caption>

From 1989 to 1996, Jack was a partner in the law firm of Hunt &amp; Wilson, later renamed Hunt, Lees, Farrel &amp; Kessler. Jack tried a number of plaintiffs cases in the areas of employment law, criminal law and medical malpractice. In 2000, Jack became a non-equity partner at Flaherty, Sensabaugh &amp; Bonasso, PLLC where he worked almost exclusively on medical malpractice defense. In 2004, Jack became a member of the law firm of Carey, Scott &amp; Douglas, PLLC. This firm is engaged, primarily, in complex civil litigation on behalf of individuals and corporations. The firm also practices in the areas of administrative, education, criminal, medical malpractice and product liability law.       <image:caption>Big cases have a way of finding Ray Franks, especially on appeal.  Only a few months out of law school, as a law clerk for Judge K.K. Hall of the U.S. Fourth Circuit Court of Appeals, Ray assisted Judge Hall in sorting through a succession of appeals filed on behalf of Shannon Faulkner, clearing the way for Ms. Faulkner to be the first woman admitted to the Corps of Cadets at The Citadel.  Not long afterward, Ray took the reins of an intricate appeal of an unprecedented salvage award granted a team of entrepreneurs who recovered the remains of the S.S. Central America.  The vessel had been laden with California gold and lost in a hurricane off the coast of the Carolinas in 1857, as recounted in the New York Times bestseller Ship of Gold in the Deep Blue Sea.  Ray also worked closely with Judge Hall on the landmark Robinson v. Shell Oil case, in which the U.S. Supreme Court reversed the en banc Fourth Circuit (adopting the reasoning of Judge Hall’s vigorous dissent) and unanimously held that former employees are entitled to protection under Title VII.  Ray did a serviceable enough job as Judge Hall’s last law clerk to be the first law clerk hired by Judge Hall’s successor, Judge Robert B. King. Later on, as General Counsel of the West Virginia Department of Environmental Protection and Chief of its Office of Legal Services, Ray drafted the principal brief on appeal before the Supreme Court of Appeals of West Virginia, defending the DEP’s decision to withhold permits for oil and gas drilling below the surface of Chief Logan State Park. Ray would thereafter become familiar with the inner workings of West Virginia’s highest court, clerking for Supreme Court Justice Brent D. Benjamin.  After leaving the Court’s employ, Ray returned to private practice and soon became highly sought after whenever a difficult appeal had to be conceived and pursued.  Ray spearheaded a massive appellate effort by the West Virginia Investment Management Board to recover $100 million in teachers’ retirement funds from a national insurance company.  Ray has regularly briefed complex issues in state and federal appellate courts, including co-authoring one brief as a member of the bar of the Supreme Court of the United States, to defeat a petition for certiorari in a dispute over attorney fees in the Transvaginal Mesh MDL. Most recently, Ray briefed and argued the winning side in Reynolds v. TD Auto, in which the Supreme Court of Appeals of West Virginia held that a merger clause in a Retail Installment Sales Contract that did not provide for arbitration subsumed a purported duty to arbitrate set forth in a prior credit authorization.  The Reynolds decision placed West Virginia in accord with the majority of jurisdictions that have decided this hot class-action issue during the past several years. A proud native of Preston County, Ray was graduated from West Virginia University in 1990 and from the WVU College of Law in 1993, where he was admitted to the Order of the Coif.  While serving as Class President during his second year of studies, Ray’s law review article on the AIDS epidemic and the constitutional rights of accused sex offenders was selected as a finalist in the SCRIBES National Law Review Competition.</image:caption>

      <image:caption>Mike Carey’s legal career has been primarily focused on litigation. After serving as a law clerk to the Honorable John A. Field, Jr. of the United States Court of Appeals for the Fourth Circuit, he joined the United States Attorneys Office for the Southern District of West Virginia in 1980. As an assistant, Mike prosecuted cases involving public corruption, fraudulent tax shelters and violations of the Federal Coal Mine Health and Safety Act. In 1987, Mike was appointed by President Ronald Reagan and confirmed by the United States Senate to be the United States Attorney for the Southern District of West Virginia. In that capacity, Mike supervised an office of twenty-five Assistant United States Attorneys and continued to personally try many cases. In 1989, Mike was chosen West Virginian of the Year by the Charleston Gazette for his prosecution of public corruption. As United States Attorney, Mike was appointed to serve on the Attorney General’s Advisory Committee where he was elected Vice-Chairman by his peers. In 1991, Mike was asked to serve as the Principal Associate Deputy Attorney General at the Department of Justice where he served as the primary adviser for criminal matters to the Deputy Attorney General of the United States. In 1993, Mike left the government and started his own firm in private practice now known as Carey, Scott, Douglas &amp; Kessler, PLLC. Mike primarily works on cases involving commercial disputes, class actions, white collar criminal defense and governmental regulatory proceedings. Mike has been recognized by his peers in The Best Lawyers in America for his skill in the practice areas of Commercial Litigation and Criminal Defense: White-Collar every year since 2008; and for Bet-the-Company Litigation since 2014, having been given the honor of ‘Bet-the-Company Litigation Lawyer of the Year’ in 2016.</image:caption>
